Cross-platform is not limited to those platforms, but they are the most popular in current-gen. Games that allow cross-platform can be played with friends on various consoles.

GTA 5 and Cross-Platform

GTA: One of the best online multiplayer experiences available online, and was recently available for free at the Epic Games store.

This led to a large number of people downloading games on their PCs. They may have owned the game on other consoles such as PS4 or Xbox. However, they could not transfer their progress from those platforms to PCs.

Even though you can link your PSN or Xbox Live account to your Epic Games account, it is not the result of progress and data transfer. Players will have to start from scratch and play the game again.

It seems that Rockstars will not support cross-play for their game. However, there may be hope with GTA VI and its online component.
